Your letter dated January 4,1978, provided the results of further analysis which shows that the currently installed overpressure mitigating system at Oconee Units 1, 2 and 3 does not meet all of the applicable NRC criteria.
Your letter, however, proposed a modification which would meet these NRC criteria.
The overpressure mitigating system modification proposed would provide a pressure switch to trip the high pressure injection pumps for reactor coolant system (RCS) pressures above 550 psig. A key-lock switch would enable the operator to administratively deenergize this circuit when operating above the minimum pressurization temperature.
We find the proposed concept to be acceptable.
However, the detailed design must meet the criteria previously stated.
l'n addition, the final design of the modification must be examined to assure that no failwe in the proposed overpressure mitigating system can disable the safety inj ection function when required for normal operation. Also, our letter dn ed November 10, 1977, stated that an alarm should be provided to alert the operator to activate the overpressure mitigating system below a specified RCS temperature.
It is requested that you provide detailed information of the proposed system including the alarm for our review within 30 days of receipt of l
this letter.
You should include functional diagrams, circuit diagrams and procedural information on the use of the system.
