RESPONSE TO OIE INSPECTION REPORT 50-269, -270, -287/78-6

ITEM:

Based on.the results of the NRC inspection conducted on March 14-16, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below.

These items have been categorized as described in our correepondence to you dated December 31, 1974.

10 CFR 50.55a(g)(4) as implemented by the Technical Specifica-tion Paragraph 4.2 specifies that post-operational inspections of components shall be made in accordance with the cethods and intervals indicated in 1S-242 and IS-261,Section XI of the ASMI Boiler and Pressure Vessel Code, 1970. including 1970 winter addenda.

Paragraph IS-242 of the Code states in part that at least 25 percent of the required examinations shall have been completed by the expiration of one-third of the inspection interval.....

Contrary to the above requirement on March 16, 1978, the licensee had failed to meet the 25 percent minimum inspection completion requirements on Unit 2 for Items 1.3, 1.14, and 1.15 under Cara-gories C.I and N as listed in Table IS-261.

This is an infraction.

RESPONSE

The particular items noted above will be examined in accordance with the ASMI Code Section XI in effect during the 1978 Unit 2 refueling shutdown.

The entire Oconee inservice inspection program will be re-viewed and percent completion determined for all items and categories of the code in effect.

Any examinations required by this review will be performed at the next scheduled outage for the affected unit. This review should be completed by June 30, 1978.

Administrative procedures covering the determination and reporting of these percentages will be instituted.

These procedures will be included in the Inservice Inspection Plans Manual for each unit.

Reporting of percent completion will be required by procedure and reported as a part 1

of normal inservice inspection reporting.
