I Based on results of an NRC Inspection conducted on October 17-20, 1977, it appears that certain of your activities were not conducted in full compliance with conditions of your NRC Facility License Nos. DPR-38, DPR-47 and DPR-55 as indicated below.
This item is an infraction.
Technical Specification 6.4.1 requires that the station be operated and maintained in accordance with approved procedures. Section 3.1.2.4 of the Administrative Policy Manual assigns responsibility of operation to the shift supervisor and Station Directive 3.1.3 defines the duties of the operator on the control board.
Contrary to the above, appropriate corrective response to several events recorder alarms was not taken and restoration procedures were not followed which resulted in a 125 VDC switching station battery to be out of service for a period in excess of that permitted by Technical Specification 3.7.2(e).
This item of noncompliance was reported by the licensee in event report R0-269/77-20.
