-i APPENDIX A NOTICE OF DEVIATION Georgia Power Company Plant Hatch License Nos. DPR-57
& NPF-5 Based on the results of the NRC inspection conducted on February 19-21, 1980, certain of your activities appear to deviate from generally accepted industry practices as indicated below.
The Hatch Quality Assurance Manual Introduction identifies that the manual was written so as to ensure the Quality Assurance Program fully complies with ANSI N18.7-1976, " Administrative Controls and Quality Assurance for the Operational Phase of Nuclear Power plants." ANSI N18.7-1976, section 5.2.2 states in part: " Procedural steps for which actions should be com-mitted to memory include, for example, immediate actions in emergency procedures."
NUREG-0094, "A Guide for the Licensing of Facility Operators, Including Senior Operators," section IV.F further states that the applicant must demonstrate complete understanding of the symptoms, automatic actions and immediate action steps specified by off-normal or emergency operating procedures.
Contrary to the above, on February 20, 1980, the inspector discovered that the licensed personnel at plant Hatch were unable to convey all the immediate operator actions specified in the facility's emergency small break loss of coolant accident procedures HNP-1902 and HNP-1904.
