This letter provides Georgia Power Company's (GPC) response to the Notice of Deviation included as Appendix A of letter 50-321/366/80-06 received by GPC on April 8, 1980.
The Hatch Quality Assurance Manual Introduction identifies that the manual was written so as to ensure that the Quality Assurance Program fully complies with ANSI N18.7-1976, " Administrative Controls and Quality Assurance for the Oper-11onal Phase of Nuclear Power Plants". ANSI N18.7-1976, Section 5.2.4 states in part:
" Procedural steps for which actions should be committed to memory include, for example, immediate actions in emergency procedures". NUREG-0094, "A Guide for the Licensing of Facility Operators Including Senior Operators",Section IV.F further states that the applicant must demonstrate complete understanding of the symptons, automatic actions and immediate action steps specified by off-normal or emergency operating procedures.
Contrary to the above, on February 20, 1980, the inspector discovered that the licensed personnel at Plant Hatch were unable to convey all the immediate operator actions specified in the facility's emergency small break loss of coolant accident procedures HNP-1902 and HNP-1904.
To correct the situation, Procedures HNP-1 and 2-1902 and HNP-1 and 2-1904 were revised to delineate the "Immediate Operator Action" section.
These procedures were approved April 17, 1980. Review of these revised p ocedures by licensed personnel will be complete by May 15, 1980. Further, other emergency procedures are under review for revision as part of the generic task under the Bulletins and Orders Task Force as described in NUREG-0626, 8008090535 0 s@CO' '

Report numbers 50-321/80-06 and 50-366/80-06 raised other issues for the licensee to evaluate, investigate, and/or resolve. These items are being reviewed by Georgia Power Company. An expedient schedule for resolution of these issues will be forwarded to the NRC.
