LICENSE CHANGE APPLICATION 20, REVISION 1 This change deletes Technical Specifications 3.7.1.3 (Limiting Condition for Operation) and 4.7.1.3 (Surveillance Requirements) with the associ-ated Table 4.7-3 originally requested by LCA 20 on March 1,1977.
In place of these commitments, the following license condition (2. coll) is added to Page 5b of Trojan Operating License NPF-1:
"2.c.11 The licensee shall implement a secondary water chem-istry monitoring program to inhibit steam generator tube degradation. This program shall include:
A sample schedule and control points for critical a.
pa rame te rs.
b.
Use of commonly accepted industrial procedures for quantification of parameters that are critical to control points.
c.
Identification of the various sampling points.
d.
Procedures for recording and management of data.
Procedures defining corrective actions for of f e.
control point chemistry conditions, f.
A procedure identifying the authority responsible for the interpretation of the data and the sequence and timing of adminsitrative events required to initiate corrective action."
REASON FOR CRANCE This change to the Technical Specifications is requested to provide additional operational flexibility to more ef fectively deal with the potential for steam generator tube corrosion. These changes allow for the development of-a program for secondary water chemistry monitoring and control that can more readily account for site and Plant-specific factors as outlined in the August 1, 1979 letter from A. Schwencer, Chief, Operating Reactors Branch No. 1.
SAFETY EVALUATION Summary This LCA requests deletion of all Technical Specifications governing l_
the monitoring and control of secondary water chemistry.
In their place, j
a license condition will be added. This condition requires a program to establish critical chemistry parameters, monitoring procedures and corrective action responsibilities. These changes are in response to an NRC letter of August 1,1979 which suggested replacing the Technical Specification on secondary water chemistry with this license condition.
This substitution will encourage the development of a flexible, Plant-specific approach to secondary water chemistry control without losing f

No safety or environ-mental limits are changed or exceeded and there is no change in the margin of safety. No new accidents are created and the probablility of p.eviously analyzed accidents remain unchanged as a result of this req ue s t.
Effect on the Technical Specifications and Their Bases This LCR will delete Technical Sepcification 3.7.1.3, Surveillance Requirement 4.7.1.3 and the Basis Discussion 3/4.7.1.3 on Page B 3/4 7-2.
Effect on the FSAR The descriptions of Steam Generator Blowdown and Condensate and Feed-water Chemical Injection Systems (10.4.8 and 10.4.10, respectiv.21y) will be modified, as will Table 10.4-2.
The complete description of these changes will be covered by LDCR TNP-79-21 following approval of this License Change Application.
The Environmental Effect These changes to the Technical Specifications do not alter the Environ-mental Techtical Specifications. The modifications imposed by this LCA will simply provide additional options for secondary water chemistry manipulation to preclude steam generator tube degradation. Any changes to secondary water chemistry control will be governed by the require-ments of the Trojan National Pollutant Discharge Elimination System Permit and the Environmental Technical Specifications. As such, there will be no environmental ef fect.
Schedule Considerations l
Because of the important role played by water chemistry in mitigating l
steam generator tube corrosion and since this application is submitted l
at the behest of the Commission, we request that the review be completed within 60 days.
