SUBJECT:

SEQUOYAH OPERATING LICENSE Since, Sequoyah is the first license to be issued af ter the pause and by the commission itself, I suggest we make it a medel license from the standpoint of clarity and enforceability.

1 To accomplish this objective, I propose that a small task force be formed,. composed of inspectors, someone from I&E Headquarters, ELD, NRR, OGC and OPE.

This group would review the Sequoyah full power license before it came to the Commission with the objective i

of making licensea commitments and requirements unambiguous and i

enforceable.

SECY is requested to poll the Commissioners and respond by Tuesday, March 18th.
