However, rather than start from scratch with a task force, I suggest we build on efforts which are currently under way.

(In porticular NRR is about to send a paper to the Commission dealing with technical specifi-cations, including some discussion of issues such as what types of things should be included in technical specifications.)

I agree I&E should be involved in the drafting process, since they should be more familiar with the problems of ambiguity and unenforceability.

Consequently, I would suggest we have the Project Manager develop Tech Specs for Sequoyah in conjunction with desionated people both from the group that worked on the NRR paper and from!" In addition. ELD, OGC, ope, Standard Tech Specs and Regional inspectors should provide coments.

This would establish responsibility in a core group which has people who are familiar with (1) the plant, (2) current thought on upgrading tech specs, and (3) inspection and enforcement problems.

Coments from the other groups would be helpful in evaluating the product.
