SEQUOYAH OPERATING LICENS p The Commission has decided to mane the sequoyah operating license a model license from the, standpoint of clarity and enforceability.
The project manager should develop the license technical specifications for Sequoyah in conjunction with I&E and the group which is currently working on the Commission paper on tec}- syecs.
In addition, ' ELD, OGC, OPE, the Standard Tech Specs Branch and RegionaT ins % ctors wTdid provide comments.
This review would have the objective of making licensee commitments and NRC requirements unambiguous and enf.orceable.

SEQUOYAH OPERATING LICENSE -- (COMPB-80-9A)
I continue to agree with Comissioner Hendrie's coments on COMPB-80-9.
As he points out, for several years we have had a Standard Technical Specifications Group in llRR working with involved parties, including p
OIE, to improve the consistency, clarity, and enforceaoflity of.the technical specifications. As a result of these efforts, we now have a set of standard technical specifications for facilities designed by each 11555 vendor. While I am sure that further improvements can be achieved, in my view it is appropriate, if not essential,'.for such efforts to be carried out within the framework that currently exists and based upon the substantial work that already has bean accomplished.
Moreover, further upgrading of the standard technical specifications should be pursued on a generic basis rather than by singling out a particular facility or licensee. With respect to Sequoyah, it is important to note that we are not starting from ground zero, for we have already incorporated the standard technical specifications into the license for that facility.
