In view of the above, we disagree with your contention that.Iten 4 of the
Notice of Violation should be withdrawn as an item of noncompliance and we hold
to the position that the security officer in question, regardless of his status
with respect to the armed response force, was not equipped with the communica-
tions equipment specified in the approved security plan.

taken regarding this item of noncompliance, in accordance with the provisions of
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentation of your control and account-
ing procedures for safeguarding special nuclear materials and your facility
security procedures are exempt from disclosure; therefore, this letter and the
enclosure to your letter, dated November 19, 1979, will not be placed in the
Public Document Room and will receive limited distribution.
Should you have any questions concerning the above, we will be pleased to
discuss them with you.
