Dear Mr. Goodwin:

The Commission has issued the enclosed Amendment No.43 to Facility Operating License No. NPF-1 for Trojan Nuclear Plant.

The amendment consists of changes to the Technical Specifications (TSs) in response to your application dated April 1, 1980.

Tne amendment changes the TSs to allow a one-time two-day extension of the surveillance interval for control rod drop. times.

We have granted this two-day extension on the basis of its technical merit only.

We note, however, that you have provided no reason why you have failed to accomplish this surveillance during a plant outage within the 18 month plus 25% (4 1/2 months) contingency extension allowed by your TSs.

Copies of the Safety Evaluation and the Notice of IssJanCe are also enclosed.
