20535 Re: Rancho Seco Nuclear Generating Station ISI/IST Program

Dear Mr. Reid:

Operational review for implementat'on of the IST Program submitted to you on July 18,1979 (and amended in a submittal to you on December 13, 1979) has brought several areas to light in which we cannot perform testing as described in our submitta'..

The purpose of this letter is to explain the program changes whir we feel are neces-sary and to transmit additional Requests for Relief co you.

These changes were discussed with Messrs. Vic Nerses and Alan Wang of your staf f on April 10, 1980. As neither of these gentle-men foresaw any problems with the changes we are proposing, these changes will be implemented immediately.

Further, as was explained to Messrs.

Nerses and Wang, our operational implementation review will continue.

If additional problem areas are discovered, Mr. Nerses will be contacted and additional program changes and Requests for Relief submitted as neces-s a ry.

Item 1: The valves listed below are System Control, Vent and Sample valves on the Pressurizer. These valves are not safety re-lated and will, therefore, be removed from the program. No Request for Relief is nec!ssary.

Replace Pages 4-1 and 4-2 in the Rancho Seco 19T Program with Pages 4-1, Rev. 1, and 4-2, Rev. 1, attached.

PV-21509 - Prz. Spray PV-21520 - Prz. Spray Bypass HV-21510 - Prz. Spray Iso.

HV-21515 - Prz. Vent Iso.

HV-21516 - Prz. Liquid Sample Iso.

Item 2: The valves listed below are valves which isolate Main Steam from Reheaters. Since there are no > bin Steam Isolation Valves at Rancho Seco, the valves listed are essentially Containment Isolation Valves; however, they do not receive an automatic SFAS sig 11 to close.

bundles. Therefore, the test frequency of Full Stroke Testing and Timing will be changed from Quarterly to Cold Shutdown.

Replace Pages 4-26 and 4-27 with Pages 4-26, Rev.1 and 4-27, Rev. 1, attached.

In addition, add PV 45, attached.

HV-20597 "A" MS to Reheaters Iso.

Item 3: The valves listed below are Atmospheric Dump and Turbine Bypass Valves. These valves are utilized to facilitate and control plant cooldown as well as to control Main Steam Header pressure. To stroke these valves during power operation requires that they be isolated.

In addition, the valves must be isolated in groups (For instance: all three Atmospheric Dump Valves or both Turbine Bypass Valves on each side) because all valves in a group are controlled and moved together. This greatly reduces the ability of the operators to control heatup/cooldown rates or to maintain a desired Main Steam Header pressure. Therefore, the test frequency of Full Stroke Testing and Timing will be changed from Quarterly to Cold Shutdown.

The pages listed above in Item 2 and Pages 4-24, Rev.1, 4-28, Rev.1 and 4-29 Rev. 1, attached, revise the requirements for these valves. Add PV 46, attached.
