Paragraphs IW 3410 a and b stipulate that Category A' valves be fully stroked quarterly or partially '
stroked quarterly and fully stroked at cold shutdown.
BASIS FOR REI.IEF REQUEST:
To provide their function, these valv'es'must be stroked closed. The ability of their presently installed motor operators to reopen the valves following testing with the plant at power is questionable.
In addi-tion, stroking these valves would pla'ce temperature transients on equipment which could cummulatively cause equipr/ent 'degrada tion.
ALTERNATE TEST:
Full stroke test and time at cold shutdown.

S' roking these valves during power operation requires that they be isolated. These. valves are utilized t
during plant transients to control the plant heatup/cooldown rate and to maintain Main. Steam !!cader pressure at a selected valve.
Isolating.these valves reduces our ability to maintain a safe beatup/cooldown rate.
ALTERNATE TEST:
Full stroke test at Cold Shutdown.
