Gentlemen:

This refers to the inspection conducted by Mr. R. A. Caldwell and Ms. C. Abigail

Evans of this office on March 17-20, 1980, of activities authorized by NRC

Operating License No. DPR-46 for the Cooper Nuclear Station, and to the dis-

cussion of our findings with a member of your staff at the conclusion of the

inspection.

The area eynmined during this inspection was your program for protecting against

industrial sabotage and safeguarding special nuclear material pursuant to

applicable provisions of 10 CFR 50, "Licer. sing of Production and Utilization

Facilities"; Part 73, " Physical Protection of Plants and Material"; and specific

requirements of NRC License No. DPR-46. Within this area, the inspection

consisted of selective examinations by the inspectors and review of the

Physical Protection Plan for the Cooper Nuclear Station.

Within the scope of this inspection, no items of noncompliance were identified.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, documentation findings of your

control and accounting procedures for safeguarding special nuclear materials

and your facility security procedures are exempt from disclosure; therefore,

the inspection report will not be placed in the Public Document Room and

will receive limited distribution.
