APPENDIX A
_ NOTICE OF VIOLATION Virginia Electric and Power Company License No. NPF-4 North Anna 1 Based on the NRC inspection January 2-18, 24, 25 and January 31-February 1,1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. This item has been categorized as described in correspondence to you dated Decem'oer 31, 1974.
As required by Criterion III of Appendix B to 10 CFR 50, " Design Control",
and section 17.2.3 of Virginia Electric and Power Company's " Topical Report - Quality Assurance Program - Operations Phase" (VEP-3-A) design control measures shall assure delineation of acceptance criteria for in-spections and tests.
Instructions for final design implementing and test procedures on page 37 of Section 3 of the Nuclear Power Station Quality Assurance Manual require that acceptance criteria be included in such pro-cedures.
Contrary to the above, Unit 1 design change 78-570, " Replacement of Limit Switches on Inside Containment Isolation Valve,s", did not delineate accept-ance criteria for valve stroke times measured after performance of the design change.
This is an Infraction.
