3/4/80 Time of Occurrence:

1740 CST Unit 1 Identificction and Description of Occurrence Gaseous vent flow rate monitors for unit 1 and 2 shield buildings and the auxiliary building were declared inoperable. Flow rate estimates are being performed as required by action 33 of Table 3.3-13 under Lc0 3.3.3.10.

Conditions Prior to Occurrence:

Unit 1 initial fuel loading in progress.

Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment.

Estimate vent flow rates once/4 hours.

Apparent Cause of Occurrence:

Inoperable flow rate monitors.

Analysis of Occurrence:

There was no hazard to the public health or safety.

Corrective Action

Redesign of gaseous flow rate monitors.
