1200 CST Unit l' Identification and Description of Occurrence:

Operations personnel noted during routine checks that the cooling tower blowdown effluent line flow monitor (0-FR-27-175) was inoperabic.

Conditions Prior to Occurrence:

Unit 1 initial fuc1 loading in progress.

Action specified in the Technical Specification Surveillance Requirement cet due to inoperable equipment.

Flow rates are being estimated once per 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> during discharge of liquid wastes as required by action 30 of Table 3.3-12 under LCO 3.3.3.9.

Apparent Cause of Occurrence:

Inoperable flow rate monitor.

Analysis of Occurrence:

There was no hazard to the public health or safety.

Corrective Action
