JUN 211972 G. W. Reirsauth, Chief *, Technical Assistance Branch, R0 CONSTRUCTION DEFICIENCY - BANCHO SECO, DOCKET NO. 50-312 BULGES IN CONTAINMElff LINER PIATE A review of the report of the inward bulges of the liner plate prepared by Bechtel for the licensee was reviewed. The bulged liner place was evaluated on the basis of an assumed amplitude

~

of the bulge being 0.5 inches.

It would appear that a more conservative analysis would have taken into account the measured amplitude of the bulges, and the worst case observed.

It is recommended that a copy of this report be subsaitted to DL for their evaluation, since this represents a changed condition from that which was approved in the safety analysis report.

Dear Mr. Low:

)

During a recent AEC audit at Rancho Seco, it was noted that some localized inward bulges on the containment liner had been accepted which were in ex ess of the silow-able bulges used in the calculations in supplement number 2 of the PSAR.

b In accordance with an understanding reached with

(

the AEC inspector, the enclosed " Report On Inward Bulges of Containment Liner Plate at Rancho Seco Nuclear Generating Station" is submitted in accordance with 10CFR50.55. This

^

report demonstrates analytically that the bulges on the liner are acceptable.

Sincerely yours, e
