1, John P. Hiltz, voluntarily make the following statement to William G. Albert and Owen C. Shackleton, Jr. who have identified themselves to me as employees of. the U.S. Nuclear Regulatory Commission (NRC).

No threats, promises or duress were used against me to make this statement.

I have been advised that my statement might be used in an official NRC hearing and might be included in a NRC report.

4 I am a Civil Engineer licensed in the State of California.

I have been employed by the Sacramento Municipal Utility District (SMUD) since 1965 I am presently the Manager of Hydro Operations.

During the design stage of Rancho Seco I was the Project Civil Engineer. Af ter construction started I also became the Resident Engineer.

l have no knowledge of any design deficiencies in the spent fuel storage building nor am I aware of any errors in the design of this building which were the subject of controversy in the Bechtel organization.

Following the San Fernando earthquake, i discus _ sed the effects of the quake with Bechtel and attended a symposium conducted by Bechtel on the earth-quake. From these contacts we concluded that the San Fernando earthquake had OnodirectapplicationtotheRanchoSecodesigncriterianorwasanyrelevant-Information withheld f rom NRC (AEC).

l have read the above,tatement and it is true and correct to the best of my knowledge.
