I, Asadour H. Hadjian, voluntarily make the following statement to William G. Albert and Owen C. Shackleton, Jr. who have ide.stified themselves to me as employees of,the.U. S. Nuclear Regulatory Commission (NRC). No threats, promises or duress were used against me to make this l

statement.

I have been advised that this statement might be used in an NRC hearing and will be included in a NRC report on this matter.

I am Principal Engineer for the Los Angeles Power Division of the Bechtel Power Corporation, 12400 E. Imperial Highway, Norwalk, California. I have a Masters Degree in c4.vil Engineering and hold licenses as a Civil Engineer in Illinois and Culifornia.

I have been employed by Bechtel since 1965.

I was assigned staff work at Ranchr:, Seco during its design and construction.

At that time I reported to the Chief Civil Engineer, Mr. L. Hinkelman.

The cooling towers at Rancho Seco are not Category I structurca. Be that as it may, the design criteria including seismic, were established prior to the San Fernando earthquake of February,1971.

Further, data from the San Fernando earthquake in digitized form was not available from Cal Tech until March, 1973, and Bechtel did not purchase of these ground motion records until 1977.

Bechtel's concern with this' earth-quake, when it occurred, was primarily with the effects on the Sylmar Converter Station.

Special seismic studies on Rancho Seco, in addition to the basic PSAR design requirements and its review, consisted of a detailed check 0003 ggg

earthquake motions were the most appropriate for the seismic zone i

in which Rancho Seco is located. Had the data from the San Fernando earthquake been available, it would not have been used,for the seismic region in which Rancho Seco is located. The San Fernando earthquake is considered significant chiefly because of the extensive data and docu-mentation of effwets.
