Dear Mr. DeYoung:
In our February 6,1974 letter of response to your December 5,1973 request concerning inspection of hydraulic shock suppressors (snubbers) in nuclear power plants, we provided you with a smnmary of the types of snubbers (includ-ing the types of seals and hydraulic fluids associated with these snubbers) that are used at Crystal River Unit #3. At the tims this February 6th response was filed several evaluations concerning the compatibility of the various types of seals and hydraulic fluids were still underway. For this reason, we request-ed a 60 day extension to complete our investigations and submit the proposed technical specifications concerning our surveillance program.
Having completed our evaluation we wish to submit the following information and proposed technical specification as an additional response to your December 5, 1973 letter.

- 1) The hydraulic shock suppressors used on the reactor coolant pumps

are manufactured by the Anker - Holth Division of McDowell - Wellthan~.
These snubbers employ Viton seals. Based on the information available at this time, we find that the seals and the hydraulic fluid to be used are compatible with each other and their expected environment.
- 2) As indicated in our February 6th response, the hydraulic restraints used on various piping systems outside containment are manufactured by the Power Piping Company and employ Viton seals and Houghto-Safe 1120 hydraulic fluid. The Houghto-Safe 1120 fluid will be replaced with G.E. SF-96 (50) hydraulic fluid. This will allow the use of one type of fluid (G.E. SF-96(50)) for the hydraulic restraints located inside and outside c.ontainment and thereby minimize possible mixing of fluids.
The Viton seals and the.G.E. SF-96(50) hydraulic fluid are compatible with each other and their expected environment.
