Dear Mr. DeYoung:
This is in response to your letter of December 5,1973 concerning inspection of hydraulic shock suppressors (snubbers) in nuclear power plants. You re-quested that we inform you within sixty (60) days of our plans for making snubber seal modifications if required and to submit proposed technical specifications for a surveillance program for the snubbers in Crystal River Unit 3.
Upon receipt of your letter we proceeded to evaluate the various snubbers planned for use at Crystal River Unit 3 to determine their acceptability for use and required inspection programs. As a result of this effort to date, we submit the following information:
1)
Crystal River Unit 3 does not utilize any snubbers with seals supplied by the Bergen-Patterson Company.
,2)
Thirty-two (32) hydraulic shock suppressors used on the reactor coolant pumps are manufactured by the Anker-Holth Division of McDowell-Wellmtn. These snubbers employ viton seals. Based on information available at this time, we find that these seals are compatible with the expected environment i"ide containment. We are obtaining further information on the hydraulic fluid to be used and at this time feel that it will be compatible with the seal material.

Hydraulic restraints ^ used on various piping systems outside con-tainment are manufactured by Power Piping Company and employ hydraulic cylinders manufactured by the Tomkins-Johnson Company.
These restraints employ Viton seals and Houghto-Safe 1120 hydrau-lic fluid. Based on information available at this time, we find that these seals and fluid are compatible with each other and their expected environment.

One-hundred and twenty-two (122) hydraulic restraints used on various piping systems inside containment are manufactured by Power Piping Company employing hydraulic cylinders manufactured by the Tomkins-Johnson Company. These restraints employ Moly-thane seals and G.E. SP-96(50) silicone based hydraulic fluid.
Based on information available at this time, we find that these seals and fluid are not compatible for their environment, and we expect to replace them with materials that are compatible.
Approximately twenty-four (24) hydraulic restraints have been installed to date at the Crystal River Unit 3 plant. These are largely of the type listed in
- 4) above. A preliminary visual inspection of these revealed no obvious leakage of hydraulic fluid. More formal engineering studies and inspection programs are being prepared.
e Based on the above information, the current status of our investigations and possible impending material modifications, we feel that it would be imprac-

tical at this time to submit proposed technical specifications for a snubber surveillance program. We therefore request some additional time, approxi-mately sixty (60) days, to complete our investigations and submit the proposed surveillance program.
To the best of our knowledge this extension should not affect the overall licensing schedule for Crystal River Unit 3.
