Dear Mr. Schwencer:
This is in response to your February 13, 1974 letter in which you requested that Florida Power Corporation provide additional infomation concerning our Byproduct Material License by March 15, 1974.
Our response to Enclosure 2 of your letter on an item by item basis is as follows:
1.
Material Safety Program Detailed procedures to be followed in the utilization and handling of sealed and unsealed special nuclear, source, and by-product materials, excluding fuel and start-up sources, are con-tain,ed in the plant's Radiation Protection Procedures Manual.
These procedures contain specific infomation and instruction for receipt of radioactive materials, inventory and documentation, routine leak testing and special leak testing and check out procedures for authorized individuals for source use. Further control is established by grouping the source in two levels; level one sources shall not ex-ceed 100 mR/h at 1 foot, or quantity of material greater than 100 mC1, or 100 mgm source or special nuclear material. These may be stored in the laboratory. Level two sources are those sources greater than 100 mR/h at 1 foot or a quantity of material greater than 100 mci, or 100 v;n of source or special nuclear material. Level two sources will be j
stored inside shielded containers within the Auxiliary Building in a locked enclosure. Exceptions to these are reactor startup sources and sources installed in components of the radiation monitoring system. All conditions for proper posting, marking and labeling shall be complied with when sources are utilized or stored. Additionally, source history sheets and a source control log shall be maintained by the Health Physics Supervi-sor.

Facilities and Equipment Facilities, equipment, and instrumentation, both portable and fixed, are listed and described in Section 11.5, of the Final Safety Analysis Report (FSAR) for Crystal River #3. Addi.tionally, specific procedures for labora-tory functions,-instrument checks and calibrations are provided in the plant's Radiation Protection and Counting Room Manuals.

Personnel and Procedures The qualifications and experience of the Chemistry and Radiation Protection Engineer, the Assistant Chemistry and Radiation Protection Engineer and the Health Physics Supervisbr are listed in the FSAR, Appendix 12A, Section 4.

Additionally, the Chemistry and Radiation Protection Technicians selection criteria, qualifications, and training are also stated in FSAR, Section 12.
Further instruction is given regarding the use of tongs, manipulators, ar.d temporary shielding for handling sealed sources. Caution regarding the close approach and touching of sources is also provided. Liquid sources and standards are to be handled in the laboratory hood for pipetting and de-3 canting; pipetting by mouth is forbidden.
4.
Required Materials At the present time we do not possess any source which exceeds the limits indicated in your February 13, 1974 letter. However, we do anticipate the purchase of additional sources at a later date which will exceed those sources listed in our present Byproduct Material License No. 0907683-02 and which will also exceed the limits identified in your February 13, 1974 letter.
These sources, along with their respective quantity, fonn, and use are as follows:

We are presently drafting a technical specification following this sample and it will be included as Technical Specification 15.6.8 in a subsequent amendment to our FSAR.
