RE: Florida Power Corporation Crystal River Nuclear Generating Plant Docket No. 50-302

Dear Mr. Giambusso:

In our previous letters of July 12, 1975 and October 21, 1975, Florida Power Corporation requested an extension of time for completion of Cryst.

River Unit #3 from September 30, 1974 to December 31, 1976.

The Commission responded to our request on February 12, 1975 by extending Florida Pcwer Corporation's Construction Permit No. CPPR-51 to the requested date of December 31, 1976. Due to this additional delay in the completion of Crystal River #3 it is our intent to discontinue our Preoperational Radiological Environmental Monitoring Program, which has been in operation since mid 1970, and begin the development of the Operational Radiological Environmental Monitoring Program. We believe that this change is justifiable as the original intent of the Preoperational Program, which was to establish baseline radiological environmental concentration values, has been met.

A summary of the preoperational surveillance results for 1P" through 1974 which will be used as the baseline concentrations is r,nown in Table 3.2-1 of the Commission's latest Draft of the Environmental Technical Specifications (ETS) for Crystal River Unit #3.

The Operational phase of the Radiological Monitoring Program shall consist of measurements of radioactivity in environmental media as outlined in Table 3.2-2 of the ETS for Crystal River Unit #3.

Our development of the Operational Program will be accomplished during 1975 and the period of 1976 preceeding fuel loading which is currently scheduled for May,1976.

j The sampling stat' ens and their locations identified in Table 1 and Table 2, respectively, will be functional in 1975. These sampling stations will enable us to monitor the environment for any external radiological changes during the transition period and thus insure consistency between the Pre-operational and Operational phases.

The remaining sample sta S ns and analyses of the Operational Radiological Monitoring Program indentified in Table 3.2-2 of the ETS which are not included in Table 1 above, will be added in January of 1976. The remaining time prior to fuel loading in 1976 will be used as a testing period of the total Operational Program

to smooth out any problem areas prior to its implementation at the time of fuel loading.

The above outlined course of action by Florida Power Corporation will be followed as planned unless otherwise directed by the Comission.

In addition, any necessary modifications to the Crystal River Unit #3 Safety Analysis Report to reflect this transition will be made in Amendment No. 45.
