struction Permit No. CPPR-51 for the Crystal River 3 facility, and to the c

discussion held with Mr. H. L. Bennett and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection included Class I piping and valves, equipment in storage, steam generator supports, spent fuel pit liner, nuclear service heat exchanger, and rigging for placing the reactor vessel and steam generators. Within these areas, the inspection consisted of selective examinations of procedures, representative equipment in-storage inspection records, interviews with plant personnel, and observations by the inspectors.

Previous correspondence dated August 26, 1971, indicated our inspection in certain areas was incomplete and that certain documentation would be reviewed when available onsite. During this inspection, the nuclear service heat exchanger drawings and the reworked M. W. Kellogg Company pipe spool pieces were reviewed and Compliance has no further comment.

It was noted that the work order form had been changed to identify the company as well as the individual who initiated it.

Other items enu-merated in the previously-referenced letter vill be examined in a sub-sequent inspection.

During the inspection, it was found that certain of your activities appeared to be in noncompliance with the Code of Federal Regulations and the requirements of your permit. The items and references to the pertinent (v) 8 0 02 280 ] 3 *f

z Florida Power Corporation November 24, 1971 requirements are listed in the enclosure to this letter. Please provide us within 30 days, in writing, with your comments concerning these items, any steps which have been or vill be taken to correct them, any steps that have been'or vill be taken to prevent recurrence, and the date all corrective actions or preventive measures were or will be completed.

Concerning the steam generator anchor bolts, it is our understanding that a design review of the velding requirements will be made and that the results of the review will be made available for examination during a subsequent Compliance inspection.

Should you have any questions concerning this letter, we vill be glad to discuss them with you.

Inspection areas. included Class I-structures, reactor coolant pressure boundary piping, other Class I piping, the reactor vessel, and other major Class I_ components.

Two items of nonconformance were observed concerning receiving inspection and the wall thickness of a crane check valve wall that was less than the thickness specified by the applicable code.
