NO. 50-302

Attached Construction Inspection Report No. 50-302/71-3 covering a routine

inspection on July 12-15, 1971, is for information. There were no non-

conforman:e items identified; however, several items remained unresolved

and will require followup before closeout.

Information needed to clear

up these items will be requested in the letter to the licensee.

The inspector expressed concern for several areas significant of which are

the relatively small licensee staff covering electrical / instrumentation

work and problems of coordination between the engineering design group in

)

Pennsylvania and the field forces. Very few drawings have been released

to the field; however, since the overall project is falling behind schedule,

this alleviates the electrical problems.

The insepetors found that the licensee has now given departmental status

to quality assurance functions.

The department head now reports direct

to the vice president, having been given considerably more rathority over

control of quality. In addition, the consulting firm providing QC func-

tions has recently added a number of new inspectors. These facts indicate

an awareness of the Co= mission's concern for quality of construction.
