Dear Mr. Long:
With regard to the subject inspection conducted by your office, we wish to offer the following response to the 7-s noncompliance categorized as a deficiency in accordance with section 2.201, NRC's Rules of Practice, Part 2, Title 10, Code of Federal Regulations.
With regard to the de-ficiency we are taking the following corrective action.
1.
FPC Quality Manual Procedure QP 14.11 is being revised to delete reference to permanently installed instru-mentation and controls.
2.
A Generation Testing Department Interoffice Memo re-garding our ins trument recalibration program that addressed the use of calibration stickers has been superceded.
3.
All calibration stickers will be removed from safety related instrumentation.
l We feel that this action on our part will eliminate the confusion generated concerning calibration stickers.
We further add that the calibration of all installed instru-mentation can be traced to National Standards by first noting the instrument identification number (attached to the instrument) and then researching the appropriate file.
This is in general conformance with IEEE 336-1971 as referenced in the Crystal River Unit # 3 FSAR 7.1.1.9.

We have also obtained concurrence from FPC Generati'on Engineering for this action.
It was their opinion that "The main point to be stressed is that " Accepted" System Testing Procedures govern instrument calibration requirements until such time that the system is turned over to operations."
Referenced documents are on file at the Crystal River Unit #3 site for yoLr inspection.
We believe that our actions taken as a result of this deficiency place our program in full com-pliance with your requirements.
