5. Identification of Occurrence:

Reduction of level in Borated Water Storage Tank to below Technical Specification requirement (Technical Specification 3.1.2.9.b.1) .

6. Conditions Prior to Occurrence:

Plant was in Mode ? !s.uowing Turbine /~-actor trip and subsequent cool- ~

down.

7. Description of occurrence:

At 1948 on 2 March 1977, failure of an output diode in "B" inverter caused Turbine / Reactor trip with attendant excessive cooldown rate as reported

- by LER 77-20. At approximately 1955, in order to restore pressurizer '

level, makeup to the Reactor Coolant System from the BWST was commenced.

Approximately 20,000 gallona was used, reducing the volume in the tank from 420,000 gallons to approximately 400,000 gallons. The level in the -

tank was restored to greater than 415,000 gallons prior to re-entry into Mode 2.

8. Designation of Apparent Cause of Occurrence:

As described above, operator action in response to dropping pressurizar level caused BWST level to reduce below Technical Specification requirement.

9. Analysis cf Occurrence:

Using water from the BWST is the correct action under the conditions present.

With 400,000 gallons. remaining in the tank and the plant in Mode 3, there were no adverse safety consequences.

10. Corrective Action:

No corrective action is required as operator action and system function

, were in accordance with requirements of the existing conditions.
