This refers to the inspection conducted by R. F. Warnick, E. J. Vallish, and R. C. Parker on August 15-17, 1972, and by R. F. Warnick and G. R.
Klingler on August 29-31, 1972, of the activities authorized by AEC i
Construction Permit No. CPPR-51 for the Crystal River 3 facility, and to i
the discussions held with Mr. C. E. Jackson and other members of your staff on August 17 and August 31, 1972.

Areas examined during this inspection incAuded the quality assurance and quality control programs for Class I components, electrical systems, instre-ment systems, and piping systems; records for and work on the reactor coolant bleed tanks, steam generator supports, and components from the decay heat system; and the void in the reactor building concrete.
Other areas examined included quality surveillance audits, personnel and organization changes, access to working level personnel, and previously identified deficiencies.
Within these areas, the inspaction consisted of selective examinations of work procedures, inspection records, field specifications, quality manualst donconformance and corrective action reports, nondestructive test. records, radiographs, interviews with plant personnel, and observations by the inspectors.
i Previous correspondence dated August 26, 1971, and November 24, 1971, indi-cated that certain documentation would be revi'ved when available onsite.

During this inspection, the tendon wire greasing procedure was reviewed, the i
radioactive waste gas decay tank repair procedure and documentation were re-viewed, and the steam generator anchor bolt weld requirements and documenta-a tion were reviewed and the inspectors have no further questions.

During the inspection, it was found that certain of your activities ap-4 peared to be in noncompliance with the Code of Federal Regulations and the requirements of your permit. The items and references to the perti-nent requirements are listed in the enclosure to this letter. Please provide us within 30 days, in writing, with your comments concerning these items, any steps which have been or will be taken to correct them, any steps that have been or will be taken to prevent recurrence, and the date all corrective actions or preventive measures were or will be completed.

Resolve any questions.that arise as a result of the above reviews.
Concerning decay heat pump 1A motor, it is our understanding that the 120V motor strip heaters are being replaced with strip heaters rated at 480V and that the documentation of this change, including reviews and approvals, will be available for examination during a subsequent inspection.

Florida Power Corporation (Crystal River 3) - An inspection was performed on August 29-31 to review licensee action on previously identified deficiencies and outstanding items; to examine the electrical and instrumentation QA program and the QC systems; and to observe electrical and instrument work in progress.
Two items of noncompliance were identified in FPC's QA program for Class I components and are being included in RO correspondence with FPC.
