Dear Mr. O'Reilly:
Regarding our response of June 15, 1977, to the apparent item of non-compliance noted in the referenced inspection report:
" Deviation-Radioactive Solid Waste Packaging System 1
Contrary to FSAR Section 11.2.5, the radioactive solid waste packaging system is not functional and is not capable of processing evaporator concentrates for off-site shipment in accordance with

applicable regulations."
In our response we identified corrective steps and a comitment of October 1,1977, to achieve full compliance. We are unable to meet the comitment date d6 e to the following:
A drum roller mixer nas just been received and is scheduled for installation and functional testing by October 10, 1977. Operating, surveillance, and test procedures are being developed and are scheduled for completion by October 10, 1977.
A detailed testing program will have to be completed to determine parameters for operation of the system.
This will include the varying parameters in the celidification process such as boric acid content, activity, pH, and solidification agents using cement and sodium silicate.

3 Mr. J.P. O'Reilly Page 2 September 22, 1977 It is still our intent to update the Crystal River Unit 3 FSAR, Section 11.2.5.1, Paragraph 2, to include the modification. This will be included in the next FSAR amendeant.
Full compliance is expected to be achieved by January 1, 1979.
