This refers to the inspection conducted by Mr. F. Jape of this office
on March 22-25, 1977, of activities autborized by NRC Cperating License
No. LPE-72 for the Crystal River 3 facility, and to the discussion of
our findings held with Mr. G. P. Beatty, Jr. at the conclusion of the
inspection.

Areas examined during the inspection and our findings are discussed in the
enciesed inspection report. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews
with person.iel, and observations by the inspector.
We have aise examined actions you have taken with regard to previously
identified enforcement matters and unresolved items.
The. status of these

items is identified in Sections II and IV of the summary of the enclosed
report.
Two new unresolved items resulted from this inspection and are identi-
fied in Section III of the summary of the enclosed report. These items
-
will be examined during subsequent inspections.
During the inspection, it was found that certain activities under your
license appear to be in noncompliance with NRC requirements. This item
and references to pertinent requirements are listed in Section I of the
sum =ary of the enclosed report.
This notice is sent to you pursuant to the provisions of Section 2.201
of the NRC's " Rules of Practice " Part 2, Title 10, Code of Federal
Regulations. Section 2.201 requires you to submit to this office,
within 20 days of your receipt of this notice, a written statement
or explanation in reply including:
(1) corrective steps which have
been taken by you, and the results achieved; (2) corrective steps
which vill be taken to avoid further noncompliance; and (3) the date

when full compliance vill be achieved.

your com=ents concerning this itec, a description of any steps that
have been or will be taken to prevent recurrence, and the data all
corrective actions or preventive measures were or will be completed.
In accordance with Section 2.790 of the NRC's Rules of Practice,"'
Part 2, Title 10, Code of Federal Regulations, a copy of this letter
and the enelesed inspection report will be placed in the NRC's Public

to be proprietary, it is necessary that you submit a written application
