== Colorado and the !!RC Staff on February 2,1978, it has been agreed that the following items must be accomplished by Public Service Company prior to resumption of operation at power levels above 2%. This letter will confinn this agreement. 1. Repair all damage from the events of Janury 23, 1978. 2. Complete and implement' a program which provides for increased surveillance of all instruments and controls of the Helium Circulator Auxiliary Syste'm. The Surveillance program is to include testing, calibration, and functional checks, along with
== specified frequencies., and is to be provided to the !!RC Staff for review. ~ =.. 3. Complete codifications which permit remote isolation, from the control room, of the helium dryers in the Helium Circulator ~ Auxiliary System. 4. Replace the surge tank level controller that failed on January 23, 1978. Functionally check the four surge tank level controllers (LC-2135, LC-2135, LC-21245 and LC-21246) as identified on drawing number PI-21-4 and the valves which they control. 5. Provide to the ilRC Staff the failure modes and effects analysis for the Helium Circulator Auxiliary System which PSC used to determine the consequences of single failures in the system. CERTIFIED P. (.. h.. 4 ~ Public Service Company of Colorado February 9,1978 After completion of items 1 and 4 above, operation at power levels up to 2% of rated will be permitted for removal of water from the reactor core and stabilization of the primary system chemistry, subject to the following requirements: E A. The four surge tank level controllers, as identified on L drawing No. PI-21-4, will be checked visually each day for proper setting and operation. ~[ p B. Any maintenance or adjustment to the above instruments shall be recorded, together with the reasons for each maintenance . =.. or adjustment, and shall include the "as found" and "as left" - settings. Prior to operation above 2% of rated power, items 2 and 3 must be resolved and the description of the method of resolution together with the progran description, drawings of modifications, and the analyses associated with these items shall be sub:nitted to and approved by the NRC. The material identified in item 5 must have been submitted to the NRC, but ~~,~ the fiRC review and approval of that material will not be a prerequisite for resumption of operation up to the presently authorized level of 70% of rated power. PSC has also cc:rinitted to pursue longer term modifications to improve ' reliability of the Helium Ci :ulator Auxiliary System and to route relief valve effluents to'the ventilation system to assure containment and filtration prior to release from the reactor building. These matters, as well as other possible plant or procedure modifications that may be identified as a result of PSC or the Office of Inspection and Enforcement review of the January 23, 1978 event, will be considered ~ in the ongoing Office of fluclear Reacto'r Regulation review prior to any operation above the currently authcrized level of 70% of rated power. == =l BEARING WATER ACCUMULATORS - These accumulators are discharged (fired) on [? the loss of normal Bearing Water. ((. BEARING WATER SURGE TANK Provides the makeup to the Bearing Water System for the Helium Circulators. 7 BUFFER /MID-BUFFER INDICATION - A differential pressure measurement of the i pressure drop across the labyrinth seal at the interface of the Primary Coolant and the Circulator Bearing Water System. cc - Abbreviation for cubic centimeters - a metric unit of volume. CHARC0AL CARTRIDGE (CESCO Brand name) - A device containing activated particles of charcoal and which has the capability of removing halogens (iodine) i from air. CIRCULATOR BRAKE - A mechanical brake that is remotely actuated when the I circulator is shutdown. CIRCULATOR STATIC SEAL - A mechanical seal at the interface between the Primary Coolant and Circulator Bearing Water System. This seal is remotely actuated when the Circulator is shutdown. COMPTON INTERFERENCE - The interference from higher energy gamma photons to lower energy photopeaks. This interference is particularly noticeable with Sodium Iodide (NaI) detector systems. DRYER SYSTEM - This system consists of two vessels filled with a desiccant material to remove the moisture from the Circulator Buffer System. ~.- HELIUM CIRCULATOR - There are four steam / water driven circulators which circulate the primary Helium through the reactor. There are two circulators per loop. .= \\ HELIUM CIRCULATOR AUXILIARY SYSTEM - The auxiliary system is composed of T.1.2 the subsystems which support the operations of the circulators, .Z E 1.e., the bearing water system which lubricates and cools the .. = circulator bearings.

HELIUM RECOVERY COMPRESSOR - These compressors remove the Helium collected

in the LP Separator and return it to the Helium Buffer System.

H_P. - Abbreviation for Health Physics i HP SEPARATOR - Helium / Water mixture returns from the Buffer System labyrinth I.( seal to the HP Separator. From the HP Separator, the Helium returns 7 to the Buffer System and the water returns to the Bearing Water =. gs., System. s = LIQUID AND PROCESS MONITOR - Measures the amount of radioactivity in various plant streams. LP SEPARATOR - The steam water drains from the interface of the Steam Turbine and Bearing Water System collected in the LP Separator. Other systems, such as the back flow of Helium during regeneration of the Dryers are collected in the LP Separator. ME MPC - Maximum permissible concentration as defined in 10 CFR 50, Appendix B.

MPC-hrs - Humber of hours exposed to occupational limits for radioactive 2 contamination in air, as defined in 10 CFR 20, Appendix B. f T= mr/hr - Abbreviation for 1000 of a roentgen per hour. A roentgen is a special unit of exposure and equals 2.58 x 10-4 couloumbs per kilogram. PING - Trade name for a sampling instrument that measures radioactivity in air for particulates, iodine, and noble gases. PLANT AIR MONITOR - Collects radioactive particulates from the air and Me== measures the quantity of radioactivity associated with the particles.
