Based on the results of an NRC investigation conducted during January 23-26, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below.

Item II.8, Annex A, of the Fort St. Vrain Radiological
=2 Emergency Response Plan states in part, "Imediately upon the occurrence of one of the conditions requiring the imple-A mentation of this plan, the shift supervisor on duty at Fort St. Vrain facility will initiate notification procedures

by calling Weld County Comunications Center and the PSCO operator."
..A Contrary to the above, the initial notification on January 23, 1978, to the Weld County Communications Center and the PSCO operator were not made until approximately 25 minutes after the plant was evacuated.
This is an infraction.

Item II.B.2, Annex A of the Fort St. Vrain Radiological Emergency fb Response Plan requires that the initial notification message will j.; a consist of the following:
