This refers to the investigation conducted by Hessrs. S. D. Ebneter and
i
F. Jape of this office on May 19, 1975 and June 3-5, 1975, concerning an
allegation of the quality program involving activitics as authori::ed by
ERC Operating License Nos. DPR-38, 49 and 55 for the Oconec 1, 2 and 3
facilities.
The areas exanined during the investigation and ~our findings are discuswl
in the cocloned investigation report. Within these areas, the invesi.igadua
consisted of selective enanination of procedures and representative records,
interview uith personnel, and observations by the investigators.
During the investigation, it uss found that certain activities under your
Jicense appear to be in noncompliance with I:RC requirenents. The item of
r.oncompliance nad references to pettinent require:nents are contained in
the summary of the ene.tosed investigation report.

This notice is sent to you pursuant to the provisions of Section 2.201
of the AEC's " Rules of Practice," Part 2, Title 10, Code of Pederal
Regulations. Section 2.201 requires you to submit to this of fice,

uithin 20 days of your receipt of this notice, a uritten statecent
or explanation in reply including:
(1) corrective steps which have been
taken by you, cnd the results achieved; (2) corrective steps which vill
he taken to nvoid further noncompliance; and (3) the date when full
compliance vill be achieved.
In accordance uith Section 2.790 of the !!RC's " Rules of Practice," Part 2,
Title 10, Coda of Federal Regulations, a copy of this letter and the
enclosed investigation report will be placed in tha :1RC's Public Document
