Relief Request 14R-63 Associated with the Fourth lnservice Inspection (ISi) Interval In accordance with 10 CFR 50.55a, "Codes and standards," paragraph (g)(5)(iii), Exelon Generation Company, LLC (EGC), is requesting relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Section XI, "Rules for lnservice Inspection of Nuclear Power Plant Components." This relief request applies to the fourth 10-year interval lnservice Inspection (ISi) program, which concluded on December 31, 2018 for Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3. The fourth 10-year ISi interval complied with the ASME Boiler and Pressure Vessel Code, Section XI, 2001 Edition through 2003 Addenda. We request your review and approval by October 31, 2020. Applicable Code Edition and Addenda

The Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3 fourth 10-year interval lnservice Inspection (ISi) program was based on the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, Section XI, 2001 Edition through the 2003 Addenda. PBAPS, Units 2 and 3 maintains the responsibility to ensure examinations were performed in accordance with the requirements of ASME, Section XI, Appendix VIII, "Performance Demonstration for Ultrasonic Examination Systems," as amended and mandated by 10 CFR 50.55a and as modified by the Performance Demonstration Initiative (POI) program description. In the case of limited examinations, efforts were made to obtain additional examination coverage. Tables 14R-63.1 and 14R-63.2 identify if the examinations were performed in accordance with the requirements of ASME, Section XI, Appendix VIII.

Applicable Code Requirements The extent of examination requirement for Examination Category 8-A, Item Number 81.12, 81.30, and 81.51, per Table IWB-2500-1, requires a volumetric examination of essentially 100% of the weld length or all weld repair areas. The extent of examination requirement for Examination Category 8-D, Item Number 83.90, per Table IWB-2500-1, requires a volumetric examination of all nozzle-to-vessel welds. During the fourth interval, PBAPS, Units 2 and 3 was approved to use ASME Code Case N-702 by the NRC in a Safety Evaluation Report dated January 24, 2012 (ML112770217) through the submittal of Relief Request 14R-52. Following adoption of ASME Code Case N-613-1, PBAPS, Units 2 and 3 performed a volumetric examination using a reduced examination volume (A-8-C-D-E-F-G-H) of Figures 1, 2, and 3 of the Code Case in lieu of the previous examination volumes of ASME Section XI, Figure IWB-2500-7. The extent of examination requirement for Examination Category F-A, Item Number F1.40, per Table IWF-2500-1, requires a VT-3 visual examination of 100% of the supports. Note 3 in Table IWF-2500-1 states, for multiple components other than piping,

The extent of examination requirement for Examination Category R-A, Item Numbers R1.11, R1.16, and R1.20, per Table 1 of ASME Code Case N-578-1, requires a volumetric examination of essentially 100% of the length of the Risk Informed lnservice Inspection (RI-ISi) weld. For the Examination Category R-A welds susceptible to lntergranular Stress Corrosion Cracking (IGSCC}, 5 welds for Unit 2 and 1 weld for Unit 3, the examination history shows satisfactory results for the fourth interval. PBAPS applied Hydrogen Water Chemistry control for the full duration of the fourth interval. PBAPS elected to utilize the Normal Water Chemistry inspection interval for the fourth interval inspection schedule. PBAPS, Units 2 and 3 adopted ASME Code Case N-460 ("Alternative Examination Coverage for Class 1 and Class 2 Welds, Section XI, Division 1 "), which defines "essentially 100%" as greater than 90% coverage of the examination volume or surface area, as applicable. The 90% minimum coverage was applied to all surface and volumetric examinations required by ASME Section XI.

Impracticality of Compliance Pursuant to 1 O CFR 50.55a(g)(5)(iii), relief is requested on the basis that conformance with these ASME Section XI Code requirements is impractical as conformance would require extensive structural modifications to the component or surrounding structure. Due to the original design of these components, PBAPS is unable to satisfy the ASME Section XI requirements to perform a volumetric or visual examination to the extent required for welds and supports, greater than 90% of the volume and/or area, due to physical component configuration, interference from permanent plant equipment, single-sided access, etc. PBAPS would incur significant engineering, material, and installation costs to perform such modifications without a compensating increase in the level of quality and safety; therefore, relief is requested on the basis that the ASME Section XI requirements to examine these components are impractical. Component supports, Examination Category F-A, Item Number F1.40, for the Emergency Service Water (ESW) system pumps are included in this relief. PBAPS, Units 2 and 3, share a common ESW header which has two ESW pumps. Each ESW pump is supported by one seismic restraint. A qualified VT-3 visual examination of the seismic restraints could not be performed due to the clarity of the water within the pump bays. It is possible to drain the pump bay, but if one pump is unavailable, the site is in a 7-day Action. If both pumps are inoperable, then the site must be in Mode 3 within 12 hours. PBAPS, Units 2 and 3 have not attempted to use the sluice gates for this examination because the sluice gates are not water-tight and there would be some leakage of river water. Also, by placing one of the pumps out of service, PBAPS could be forced to place both units into Mode 3 if the other subsystem became unavailable. A best effort inspection was performed for each seismic restraint during maintenance activities, which are listed in Table 14R-63.1 below. NOE summary sheets were not

During outages, when situations were identified where coverage was an issue, PBAPS, Units 2 and 3 personnel reviewed the systems for alternatives. For the RI-ISi weld population, Examination Category R-A welds, submitted in this relief request, a case by case review was performed to determine whether additional or alternative welds could have been examined to supplement the reduced volumetric coverage examination. It was determined that there were no other welds to select that would have resulted in better coverage. This determination was made based on comparison of configurations, delta core damage frequency (CDF) values, the systems involved, and inspection history. Tables 14R-63.1 and 14R-63.2 provide a summary of the examination limitations for each component for which relief is requested. The tables also indicate the outage the component was examined, the coverage percentage obtained for each component, and other pertinent design information. These tables are the cumulative lists of the limited ASME Section XI examinations performed during the fourth ISi interval. Enclosures 1 and 2 provide coverage plots which were extracted from the non-destructive examination (NOE) summary sheets that detail the examination limitations. Based on the above explanation, PBAPS, Units 2 and 3 request relief to perform examinations without achieving ASME Section XI Code compliance coverage when that required coverage is impractical.

Burden Caused by Compliance.. Compliance with the applicable ASME Section XI Code volumetric and visual examination requirements can only be accomplished by redesigning and refabricating the subject and/or surrounding components. Based on this, the ASME Section XI Code requirements are deemed impractical in accordance with 10 CFR 50.55a(g)(5)(iii).

Proposed Alternative and Basis for Use PBAPS, Units 2 and 3 has performed the ASME Section XI Code required examinations to the maximum extent practical (Code Coverage), or best effort, which are documented in Tables 14R-63.1 and 14R-63.2. Due to the physical interferences causing these limitations, there are no alternative examination techniques currently available to increase coverage. There were no cases in any of the listed examinations where the component's outside diameter surface features (i.e., weld crowns, weld shrinkage, surface roughness, etc.) could have been conditioned to obtain the required coverage without major modification to the components. Periodic system pressure tests that include VT-2 visual examinations will continue to be performed in accordance with ASME Section XI, as well as, any applicable system pressure testing augmented examination programs. The absence of any observed leakage provides additional assurance that the structural integrity of the subject components will be maintained throughout the remainder of the interval.

Duration of Proposed Alternative Relief is requested for the fourth 10-year ISi interval for PBAPS, Units 2 and 3 which concluded on December 31, 2018.

Precedents The following similar end-of-interval impracticality relief requests have been previously authorized by the NRC: James A. FitzPatrick Nuclear Power Plant fourth ISi interval Relief Request 14R-22 was authorized in NRC Safety Evaluation Report dated June 21, 2019 (ADAMS Accession No. ML19135A444). Watts Bar Nuclear Plant, Unit 1 second ISi interval Relief Request 1-ISl-21 was authorized in NRC Safety Evaluation Report dated April 12, 2019 (ADAMS Accession No. ML19071A009). Limerick Generating Station, Units 1 and 2 third ISi interval Relief Request 13R-23 was authorized in NRC Safety Evaluation Report dated August 7, 2018 (ADAMS Accession No. ML18192C172).
