The referenced letter requested the Supply System to identify or describe the nature and extent of the referenced administrative and security controls, including those documented instructions designating personnel who are authorized access to level C storage areas.
Attachment A to this letter is offered to help resolve these questions.

O ATTACHMENT A Nuclear Regulatory Commission Region V Suite 202, Walnut Creek Plaza 1990 N. California Boulevard Walnut Creek, California 94596 Docket Nos. 50-460 and 50-513 Construction Permit Nos. CPPR-134 and 174 Additional Response - Notice of Deviation A continuous external fence 10' high surrounds the WNP-1/4 site. This fence has twelve (12) manned gates, four (4) of which have twenty-four (24) hour access. The balance are staffed during peak hours. A patrol of the exterior of the perimeter fence is performed approximately every two (2) hours and documented by security personnel in logs.
In addition, a foot patrol of the interior portion is performed at approximately the same time intervals by security personnel. A special squad of guards also patrol the interior of the site watching for unusual circumstances.
The basic procedure governing access to storage areas is Field General Construc-tion Procedure #9 entitled " Material Receiving and Storage" which was revised on March 3,1980 to further clarify storage requirements. A WNP-1/4 Materials Management Instruction establishing control and access.to Level C and D storage areas as required by ANSI N45.2.2 has been prepared and implemented by j
the Manager, Project Materials Management.
