This refers to the investigation conducted by Messrs. G. A. Phillip,

I. T. Yin and C. M. Erb of this office on January 21-23 and February 11-12,

1980, of activities at the Enrico Fermi 2 Nuclear Power Plant authorized

j

by NRC License No. CPPR-87 and to the discussion of our findings with you

l

and others at the conclusion of the lavestigation.

l

This investigation was conducted to determine the substance of an allega-

i

tion that the qualifications of, and the work perfonned by, personnel in

the site small bore pipe sipport design group were inadequate. The enclosed

copy of our investigation report identifies the areas examined during this

investigation. Within these amas, the investigation consisted of a

j

selective examination of records and procedures, observations and inter-

l

views with personnel.

During this investigation, certain of your activities appeared to be in

nor. compliance with MRC requirements, as described in the enclosed Appendix

'

This notice is sent to you pursuant to the provisions of Section 2.201

,

of the NRC's " Rules of Practice,' Part 2. Title 10. Code of Federal

!

Regulations. Section 2.201 requires you to signit to this office within

thirty days of your receipt of this notice a written statement er explana-

tion in reply, including for each item of noncompliance: (1) corrective

action taken and the results achieved; (2) corrective action to be taken

i

to avoid further noncospliance; and (3) the date when full compliance will

l

be achieved. In addition, your response should include the actions you

plan to take to verify that the small diameter piping already designed

and/or f astalled meets appropriate desispi specifications.

In accordance with Section 2.790 of the NRC's 'Aules of Practice," Part 2

Title 10. Code of Federal Regulations, a copy of this letter, the enclo-

sures, and your response to this letter will be placed in the IRC's Public
