' a APPENDIX A NOTICE OF VIOLATION Georgia Power Company License No. DPR-57 Hatch Nuclear Plant Based on the NRC inspection December 8, 1979 through January 4, 1980, certain of your activities were apparently not conducted in full compliance with NRC require-ments as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 4.5.E.2, the High Pressure C$olant Injection System (HPCI) is to be proven operable immediately when the Reactor Core Isolation Coolant System (RCIC) is found to be inoperable. Technical Specification 3.5.E.3 requires th3t the reactor be shutdown and depressurized within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> if HPCI is not proven operable.
Contrary to the above, and as reported by the licensee, HPCI was not proven operable for approximately 25 hours2.893519e-4 days <br />0.00694 hours <br />4.133598e-5 weeks <br />9.5125e-6 months <br /> following a RCIC system failure on December 8, 1979. Plant operation continued throughout this interval. The failure to take required actions was due to personnel error.
This is an infraction.
