BERT M COHN. P E , $ensor Vece Presedent April 8, 1980 File 7917-2 U.S. Nuclear Regulatory Commission Division of Systems Safety Washington, D.C. 20555 Attention: Mr. V. Benaroya Gentlemen: Fire Protection Safety Evaluation Report, North Anna Power Station, Units 1& 2 _

The fire protection safety evaluation report for North Anna Power Station, Units No. 1 and 2, titled " Safety Evaluation Report by the Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Commission, in the matter of Virginia Electric and Power Company Fire Protection Program for North Anna Power Station, Units 1 and 2, Docket Nos. 50-338 and 50-339," and dated February 1979, and attached to a letter dated March 6, 1979 from Mr.. Olan D. Parr of NRC to Mr.

W.L. Proffitt of VEPCO, has been reviewed and adequately reflects our concerns and recommendations. We concur in the NRC findings and the conclusion that upon implementation of the modifications listed in the report the fire protection program will be acceptable.

Our review was based on the guidelines set forth in Appendix A to Branch Technical Position APCSB 9.5-1.

The subject Safety Evaluation Report dated February 1979 was de-livered to GBA and my attention on April 3, 1980.

The review process of the plant's fire protection program was a joint ef fort of NRC and GBA staff personnel, and frequent contact was maintained during the review process. However, the GBA concur-rence is based on an independent evaluation of documents suLmitted by Virginia Electric and Power Company, of conditions noted during site visits in August 1977 and August 1978, and of documents supplied in response to requests for information generated during the evalu-ation.

Very truly yours, h N 8nw Robert D. Barnes, P.E.
