AMENDMENT'TO OPERATING LICENSE NORTH ANNA POWER STATICN UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGE NO.17 Pursuant to 10 CFR 50.90, the Vi rginia Electric and Power Company hereby requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-4 for North Anna Power Station Unit No. 1. The proposed changes are enclosed and have been designated as Change No. 17.

These changes are submitted in response to Mr. Vassa11o's letter of July 10, 1978, which requested that Technical Specifications be submitted to implement Appendix 1 to 10 CFR 50. In developing the proposed Technical Specifications, every effort was made to incorporate the detailed guidance provided by the staff in NUREG-0472, " Radiological Effluent Technical Spect-fications for PWR's, and NUREG-0133, " Preparation of Radiological Effluent Technical Specifications for Nuclear Power Plants," In order to present an acceptable package while minimizing the impact on station operation.

Due to the nature of these Specifications, it is intended that the same specifications will be used for Unit 2 also. Further, changes that necessitate the purchase and installation of new equipment will require one year f rom the date of amendment issuance before implementation can be achieved.

The enclosed changes have been reviewed and approved by the Station and System Nuclear Safety and Operating Committees. It has been determined that this request does not involve an unreviewed safety or environmental ques-tion.

Since the request does not involve a significant hazards con s idera t ion , the staff should be able to determine it to be a Class ill amend-ment for Unit 1. A check in the amount of $4,000.00 is attached in payment of the amendment fees.
