LICENSEE'S RESPONSE TO THE THIRD SET

[ SIC; SIXTH SET] OF INTERROGATORIES FROM THE AAMODT FAMILY (DATED FEBRUARY 25, 1980)

INTERROGATORY NO. 1 When an incident occurs which will ultimately lead to a general emergency and evacuation:

'(a) Do you agree that early recognition of the signi-ficance of the incident is essential to the health and safety of persons in the zone to be evacuated?

(b) Do you agree that early recognition would be en-hanced if licensee had no concern for its " image"?

RESPONSE

_ (a) Licensee agrees with the statement.

(b) Licensee's " image" has no bearing on how early an incident is recognized. In the event of an emergency, Licensee would implement the Emer-gency Plan expeditiously.

INTERROGATORY NO. 2 Do you hold that the public should be kept fully informed of radioactive releases, routine and non-routine, planned and not planned? -

(a) If no, why not?

RESPONSE

Licensee believes that the public should be kept informed of all radioactive releases.

Routine or planned radioactive releases occur only when necessary and when such releases would be within limits set by the TMI-1 Technical Specifications. Data on such releases are submitted to numerous organizations, including the Pennsylvania Department of Environmental Resources and the Nuclear Regulatory Commission. The public has full access to these reports.

With respect to nonroutine or unplanned radioactive releases of sufficient magnitude to trigger the Emergency Plan, there would be immediate notification to state and local officials as described in the Emergency Plan. These officials would be responsible for disseminating this information to the public.

INTERROGATORY NO. 3 How will the public be informed beyond the 10 mile EPZ of the travel of a plume?

RESPONSE

Means are available to state and local officials of announc-ing plume travel warnings for greater than 10 miles, if they deemed such warnings necessary (i.e., radio broadcasting, tele-vision broadcasting).
