L 1,

a INTERROGATORY NO. 11 i

i Provide a narrative description of how the management and organization of Three Mile Island maintenance, repair and quality assurance functions have been reorganized or changed since March 28, 1979.

RESPONSE

Maintenance:

Attachments A and B show the maintenance organizations as they i

f' exist today. Attachment C shows the maintenance or3anization as it 1

i existed on March 28, 1979. The chief differences are:

i

'l

i 1.

The March 28, 1979 organization had a single station 1

o Maintenance Department with a superintendent who reported t,

l to the Station Superintendent. There are not separate Maintenance Departments for Unit 1 and Unit 2 with managers i

who report to the Unit >bnager and Site Operations ibnager, i

respectively.

}

2.

Each Unit Maintenance Department is composed of separate 4

preventive maintenance and corrective maintenance functions.

There was no such distinction in the March 28, 1979 organization.

3.

The March 28, 1919 Maintenance Department had four shif t sections. The current organizations have six shift sections.

This change provides for one week of training every six weeks

-i,j for each of the. shift sections.

,i Quality Assurance:

,, sheet 2 depicts the Quality Assurance Department as it exists at present. Further, the current organization is, described in i

section 5.3 of the Restart Report (Amendment 14) and is summarized i

l below:

Quality Assurance is one of the departments reporting to the Director-Nuclear Assurance.

It is directed by the Manager of Quality Assurance and has five sections. The sections are as follows:

Design and Procurement Assurance, Manufacturing Assurance, Modifications /

Operations Assurance, Methods and Audit, and Materials Technology.

The major differences between the March 28, 1979 organization and today are accident organization can be summarized as'follows:

j 1.

The QA section that reviews design and procurement assurance q

activities now has a direct reporting sub-section located' at the TMI Station. Prior to the accident;this responsibility was performed by the of f-site QA Engineering Group.

l 2.

A quality trending and final verification group has been established under the Design and Procurement Assurance '

section located at TMI.

1 3.

A separate corporate level manufacturing assurance section t

with prime responsibilities associated with vendor activities i

L has been established. On March 28, 1979, this. activity was

~

performed by Corporate QA Engineering group ' located 'in i

Reading, Pennsylvania.

1 9

+ ' ^

  • b ew=D%= < - v 4,, eye < w, w

_w_.

4

_9_

i 4.

The former Site QC group has been re-organized into a QA Modifications / Operations Section. The section is further sub-divided into groups responsible for Quality Control and t

Operational Quality Assurance.

. Quality Control is responsible for all inspection

>+

and/or surveillance activities related to maintenance, modifications, installation and new construction.

. Operational QA is responsible for functional testing i

1,

~ !

and plant surveillance monitoring. Additionally Operational-QA monitors all health physics and Operations activities.

5.

The Methods, Operations, and Audit Section is a new section 1

with responsibilities for coordinating quality assurance i

training and indoctrinatien activities and providing through audit an independent evaluation and assessment of the e

implementation of the QA program. Previously, these activities were performed by the off-site QA Engineering group located in Reading, Pennsylvania.

6.

The Materials Technology section is an off-site section located in Parsippany, New Jersey, which has the responsibility i,I for supporting Design, Operations, and other _ sections of the QA Department-in non-destructive examination, in-service 1

inspection, materials engineering-and welding engineering.
