LICENSEE'S RESPONSE TO THE FOURTH SET OF INTERROGATORIES FROM THE AAMODT FAMILY (DATED FEBRUARY 22, 1980)

INTERROGATORY NO. 1 What conversations and comments made by personnel on duty in the control room are recorded?

(a) If available, provide for TMI-2 during the hours of 4 a.m. until 9 a.m.

RESPONSE

There is no capability to record conversations in the con-trol room.

(a) Since recording capability does not exist, there are no recorded conversations during the hours of 4 a.m. until 9 a.m. on March 28, 1979.

INTERROGATORY NO. 2 What data will be, or is planned to be, monitored by NRC staff at an NRC control center according to your Emergency Plan?

RESPONSE

The NRC Operations Center in Bethesda, Maryland, and the Region I Office in King of Prussia, Pennsylvania are tied to Licensee by direct telephone communication devices. Through

the use of these communication systems, the NRC is informed of plant emergencies, plant status, and radiological releases.

INTERROGATORY NO. 3 What will be the mechanism for data transmission?

RESPONSE

The mechanism for data transmission is the communication system described in Licensee's response to Interrogatory No. 2. ;

INTERROGATORY NO. 4 What objection, if any, would Licensee have to providing this data simultaneously to local county commissioners?

RESPONSE

Consistent with the Pennsylvania State Disaster Operations Plan (Annex E) and NRC requirements, Licensee provides technical t

data directly to the Pennsylvania Bureau of Radiation Protection

(" B RP " ) and the NRC. BRP advises PEMA on site conditions and PEMA transmits this information to the appropriate county organi-zations. In this manner, Licensee provides information to the local county commissioners through their county emergency manage- -

ment agencies. Licens'ee believes it is preferable to provide data in the first instance to BRP personnel, who have suffi~ient technical training to comprehend properly the significance of the data.

INTERROGATORY NO. S ,

What was Licensee's role in restricting national TV news pro-gramming in the Earrisburg area during TMI-2 accident?

RESPONSE

Licensee did not restrict national TV programming in the Harrisburg area during the TMI-2 accident; Licensee exercises no control over the national TV news.

INTERROGATORY NO. 6.

What studies have been made to assure telephone circuit avail-ability during an emergency?

RESPONSE <

The TMI Unit 1 Emergency Plan describes the primary and backup communication systems that will be used during emergency conditions (Emergency Plan S 4.7.5). Many of the telephone cir-cuits described therein are dedicated lines always available to the plant staff. In addition, the communication system is not re-stricted to the use of telephones.

INTERROGATORY NO. 7 -

Describe in detail the expected actions to be taken by a shift supervisor in the course of an event which leads to declaration  :

RESPONSE

During Site and General Emergencies, and in the course of events that led to their declaration, the shift supervisor is required to take the following actions: ,

(1) Classify the event; (21 Ensure safe operation of the plant by implementa-tion of emergency procedures;

(3) Ensure that immediate notification requirements are met; (4) Dispatch Radiological Monitoring Teams; and (5) Assess plant conditions and respond.

INTERROGATORY NO. 8 Provide model scenarios for 7.

RESPONSE

Model scenarios are contained in NUREG-0610 under " Example PWR Sequences". In addition, Table 6 of the TMI Unit 1 Emergency Plan contains the FSAR analyzed accidents and the emergency clas-sification in which they will most likely fall.
