The above referenced .1spection report identified certain items of apparent non-compliance. The infraction as described by the Notice of Violation, involved failure to establish adequate measures to control handling and storage of equipment and materials as required by 10CFR50, Appendix E, Criterion XIII and as implemented by Duke Power Company Topical Report,

" Duke-1", Section 17, Paragraph 17.1.13. Certain measures were established prior to this inspection to provide instructions for the proper handling of piping materials and components as specified in Construction Procedure 170, originally issued December 19, 1977. This procedure outlines the considerations and precautions that should be observed when handling piping materials and components. Items included in the procedure are protection of materials from scratches, cuts aa' abrasions due to rigging.and precautions against excessive spans and/or ,erhang between lif t points and storage. The pro-

. cedure also states that, in general, contact between carbor. steel items and stainless steel items is not detrimental; however, direct abrasion between carbon steel items and stainless steel items should be minimized.

In addition, Construction Procedure 371, originally issued June 5, 1979, covers the protection and preservation of installed equipment by establishing requirements that adequately protect and preserve equipment from the time it is removed faxo storage until control of the equipment is turned over to the Con-struction Systems Group. A regular intervals, equipment is checked to see that no scaffolds, other temporary rigging or materials are attached.

Quality Assurance procedures for receipt inspection, handling and storage of items at the job site are also implemented as required by Duke Power Company Topical Report " Duke-1", Section 17, Paragraph 17.1.13.2. These procedures fully implement these requirements for itens as specified in procurement documents by Design Engineering.

The combination of Quality Assurance procedures and site construction procedures fully implements the requirements of 10CFR50, Appendix B, Criterion XIII and Duke Power Company Topical Report " Duke-1", Section 17, Paragraphs 17.1.13, 17.1.13.1, 17.1.13.2 and 17.1.13.3.

Statements made during this inspection that no procedures were established to prohibit rigging from installed equipment and materials were in error.

We request that this item be re-classified as an unresolved item and that the_information presented here be examined during a future inspection.

Duke Power Company does not consider any of the information contained in these reports to be proprietary.
