Dear Mr. O'Reilly:
We offer the following response to the apparent Deviation in the ref'er-enced inspection report.
NOTICE OF DEVIATION i
Branch Technical Position APCSB 9.5-1, Appendix A, Section C.6 requires in part that " Fire extinguishers should be provided in accordance with guidelines of NFPA 10 and 10A, " Portable Fite Extinguishers, Maintenance and Use."
The Fire Protection Program Review, Crystal River Unit 3, dated June 1979 and submitted to the NRC states in part in Section 6.E.6 that "the (above) requirement is met.
Fire extinguishers are provided in accordance with NFPA 10."
Contrary to the above, surveillance procedures for portable fire extin-guishers SP-800, revision 3 and SP-801, revision 1 do not reference NFPA-10 or the inspection and maintenance sections therein and do not centain all of the checks and acceptance criteria used in NFPA 10.
Response
Surveillance procedures SP-800 and SP-801 have been revised to reference NFPA-10 and appendices. These revisions include all applicable checks aed in NFPA-10 by major groups. These groups are not specifically delinea6 ad within the body of the procedure as they are subject to change.
" Initial" and "date" blanks have been provided for each check list step and a " disposition" column covering retirements / repairs was added to SP-800.
Complete implementation of these revisions and full compliance will be achieved by February 1, 1980.
