Subject: Systematic Assessment of Licensee Performance (SALP) Final
Report No. 50-219/89-99 (February 1,1989 - March 15,1990)
The enclosed report transmits the final results of the Oyster Creek Plant SALP
Board Meeting conducted on April 23, 1990. We discussed the findings with you
in a public meeting on July 2,1990. The presentations given in that meeting
are included in Inspection Report 50-219/90-11 dated August 15, 1990. We made
a minor change to the report based on your response dated August 3, 1990.
No response to this letter is necessary.
The final SALP report will be placed
in the NRC Public Document Room.

SALP BOARD ERRATTA SHEET
We have reviewed your response listing apparent factual errors and incon-
sistencies. We concluded that only one change in the report was necessary.
In the Maintenance / Surveillance section, based on your third noted
inconsistency, the following change was made:

Based on the licensee's response, page 7, a sentence
was deleted.
This sentence referred to the emergency
service water system pump in-service testing.
The
licensee stated that in-service testing of the service
water pumps was performed monthly. The original
sentence stated that the inservice test was run only
quarterly even though numerous problems have been
observed with the pumps over the years. We deleted
the sentence since IST is performed monthly and the
uverall idea of the paragraph is supported by other
examples.
In each of the three other examples, the additional information you provided
did not affect the basic issue and did not warrant correcting.
In the Plant Operations section, we concluded that no revision was required.
First, no implication was intended regarding the lack of an automatic transfer.
The statement was intended to emphasize the operator's correct response to the
event. Second, we cannot speculate what would have happened had the AIT not
arrived.
