SURRY POWER STATION, UNIT 2 - REVIEW OF STEAM GENERATOR INSERVICE INSPECTION REPORT FOR UNIT 2 END OF CYCLE 28 REFUELING OUTAGE (EPID L-2019-LR0-0045)

Dear Mr. Mladen:

By letter dated May 16, 2019 (Agencywide Documents Access and Management System Accession No. ML19154A353), Virginia Electric and Power Company (the licensee),

submitted information summarizing the results of the fall 2018 steam generator inspections performed at Surry Power Station, Unit 2 (Surry 2) in accordance with Technical Specification (TS) 6.6.A.3, "Steam Generator Tube Inspection Report." The report summarizes the steam generator tube inspections that the licensee performed in fall 2018 during the Surry 1 Cycle 28 refueling outage. The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the submittal and concludes that the licensee provided the information required by TS 6.6.A.3. The enclosure documents the NRC staff's review of the submittal and completes the NRC staff's efforts for Enterprise Project Identifier (EPID) L-2019-LR0-0045.

REVIEW BY THE OFFICE OF NUCLEAR REACTOR REGULATION FALL 2018 STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION, UNIT 2 DOCKET NO. 50-281 By letter dated May 16, 2019 (Agencywide Documents Access and Management System Accession No. ML19154A353, Virginia Electric and Power Company (the licensee), submitted information summarizing the results of the fall 2018 steam generator (SG) tube inspections performed at Surry Power Station, Unit 2. These inspections were performed during the twenty-eighth refueling outage (RF028) at the end of operating cycle twenty-eight.

Surry Power Station, Unit 2, has three Westinghouse model 51 F SGs. Each SG has 3,342 thermally treated Alloy 600 tubes with an outside diameter of 0.875 inches and a nominal wall thickness of 0.050 inches. The tubes are hydraulically expanded at each end for the full depth of the tubesheet. The tubes are supported by stainless steel support plates with quatrefoil-shaped holes. The U-bend region of the tubes installed in rows 1-8 was thermally treated after bending to reduce stress.

The licensee provided the scope, extent, methods, and results of the SG tube inspections in the letter referenced above. In addition, the licensee described corrective actions (e.g., tube plugging) taken in response to the inspection findings.

Based on the review of the information provided, the U.S. Nuclear Regulatory Commission (NRC) staff has the following observations/comments:

  • Indications detected during the SG A and SG C inspections included wear from foreign objects and wear at the antivibration bars, tube support plates, and flow distribution baffle. No cracking was detected. No tubes were plugged during the refueling outage.
  • No adverse conditions were noted during visual inspection of upper steam drum moisture separator components, feedring components, and top of bundle U-bend region components through the secondary manway in SG B.

Based on its review of the information provided, the NRC staff concludes that the licensee provided the information required by Technical Specification 6.6.A.3, "Steam Generator Tube Inspection Report." In addition, the NRC staff concludes that there are no technical issues that warrant follow-up action because the inspections seem consistent with the objective of detecting potential tube degradation and the inspection results seem consistent with industry operating experience at similarly designed and operated units.
