Report Date Fe b rua ry 25, 1980 Occurrence Date January 25, 1980 identification of Occurrence Unmonitored release of radioactive water from leaking underground aluminum con-densate piping.
This event is considered to be a reportable occurrence as defined in the Technical Specifications, paragraph 6.9.2.b.(4).
Conditions Prior to Occurrence The plant was shutdown for a refueling / maintenance outage.
The reactor was subcritical.
The resctor mode switch was locked in refuel.
The reactor cavity was flooded and less than 212*F.
Descriotion of Occurrence On Friday, January 25, 1980, late in the workir g day, contractors, assigned to uncover the underground aluminum pipes from the condensate storage tank for an inspection, discovered water in the area of excavation. To determine the source of water, further excavation was required.
Upon investigation, it was discovered that there were several pinhole leaks caused by severe pitting.
The leaks were identified and temporarily repaired on Sunday, January 27, 1980.
On Saturday, water and soil samples had been collected. An isotopic analysis was run on each sample and the maximum concentration of any isotope detected in any sample was 3.97E-03 uCi/cc of Coso, On Tuesday, January 29, 1980, an additional leak was discovered on the same line which was repaired in a few hours.

Reportab1: Cccurrence No. 50-219/80-4/3L Page 2 February 25, 1980 Potentially contaminated dirt, mud, etc. was removed from the trench and from around the pipes and placed in 55 gallon drums lined w!th plastic bags.
Each drum was sampled and an isotopic analysis was performed to verify all contami-nated soil was removed from the area.
On Monday, February 4, 1980, additional soil samples were collected and results indicated no activity above background.
On Wednesday, February 13, similar leaks were found in the 10" underground alumi-num pipe.
All contaminated soil was collected and stored with previous collected soil.
Apoarent Cause of Occurrence The holes in the pipe were caused by excessive pitting due to galvanic corrosion.
Inadequate corrosion protection was provided during installation / construction.
Analysis of Occurrence Leakage of radioactive condensate from the underground aluminum piping into the soil occurred for an undertermined time period.
Two (2) test borings to a depth of 30 feet were obtained to evaluate the extent of contaminated soil. The results of laboratory analyses on these samples are not yet available.
Following replace-ment of the degraded piping, further excavation will be done to determine the extent of soil contamination.
Based on previous experience with underground piping leaks in this sandy soil, it is expected that the activity will be con-centrated within a few feet of the pipe.
Corrective Action
The analysis of a previous Reportable Occurrence 78-25 (10/31/78), concerning leaks in the bottom of the condensate storage tank, indicated that there is inadequate corrosion protection in the area.
The current inspection of the under-ground aluminum pipes performed by Petro-Chemical Associates, Inc., reported severe pitting in all aluminum piping, especially near elbows.
All piping will be replaced this refueling outage.
An evaluation is in progress to reroute the new piping.
The piping will be double wrapped with an insulating tape.
A sacrificial anode with a remote means of veri,fying ground current will be used as a secondary protection system.
Failure Data The leaking pipes were 6" CH-4 condensate transfer pump suction line and the 10" CH-4 fire protection line.
The other underground pipes scheduled to be replaced are:
12" CH-3 to core spray and CRD pumps.
4" WD-2 to demineralized water storage tank.
