NARRATIVE

REPORT On February 3,1980 at 1055 EST, the RCIC systen was discovered to have been inoperative since 0730 EST.

The system had not been declared inoperative.

The system inoperability was due to the combination of a failed static inverter for the remote shutdown panel and the placement of the emergency transfer control switch to the emergency position.

The failed inverter rendered the RCIC controls at the remote shutdown panel inoperative.

The emergency control transfer switch transfered control to the inoperable panel controls. The switch had been placed in the emergency position to ailow maintenance personnel to troubleshoot the pro-blem with the static inverter.

Upon discovery of t'ie inoperability of RCIC, the operator returned the emergency control transfer switch to the normal position.

Maintenance personnel completed the repair of the static inverter and returned the remote controls to an operable status. There was no effect on normal plant operation. The health and safety of the public was not effected.

A review of the event found no generic problems.

HPCI, Core Spray, and ADS were all operable during the event.
