REVISION TO PART 20 Puroese:

To obtain Comission approval of a Federal Register notice that solicits public coment on improvements to 10 CFR Part 20.

Discussion:

As reported in SECY-79-528, an interoffice task force has been established to lay the groundwork for developing a new, restructured Part 20 (Radiation Protection Standards).

The task force recemended that the NRC seek public input early in the developmental stage of the effort.

A draft Federal Register Notice to that effect was sent to Agreement States for conrent on September 25.

New York State submitted comments on Noventer 14, copy attached..

A copy of the task force interim report was also sent u interested Federal agencies (EPA, NIH, BRH, OSHA, DOE, D00, and DOT).

Responses have been received from D00, OSHA and EPA (Enclosures B, C and D).

They are generally supportive of our effort.

The OSHA letter raises points related to the content of a revised Part 20 that we intend to explore further with them.

Of particular interest is the information they furnished on the special considerations that can be given for female workers who are pregnant.

As a result of ccurents received to date and further staff consideration, the draft FR notice that accompanied SECY-79-528 has been slightly revised and is enclosed as Enclosure E.

The only non-typographical changes occur on pages 2 and 3 of the FR notice.

For convenience, Enclosure F high-lights the changes made.

Recommendation:

That the Comission approve the enclosed draft notice for issuance in the Federal Register.

Coordination:

The Offices of NRR, NMSS, SP, IE, and RES concur in the recomendation of this paper.

ELD has no legal objection.

If the paper is of such a nature that it requires additional time for analytical review and comment, the Commissioners and the Secretariat should be apprised of when comments may be expected.
